LEADERSHIP

DR. JOSEPH BOECKER, DVM

Highly experienced equine reproduction and dentistry veterinarian known for expertise, mentorship, and compassionate lifelong dedication.

Dr. Joseph Boecker, a graduate of The Ohio State University (1974), brings over fifty years of experience in equine reproduction and dentistry. After an internship in Texas, he worked with Thoroughbreds nationwide before focusing on reproduction in Ohio and later at Interstate Equine Services in Oklahoma.

Since 2010, he has concentrated on equine dentistry. Known for integrity, kindness, and mentorship, he partnered with Dr. Julia Frati in 2014, providing advanced reproductive services and trusted care to Oklahoma breeding programs.

DR. JULIA FRATI

Dr. Julia Frati is an equine reproduction specialist whose international training and leadership shaped a distinguished career in advanced veterinary medicine.

Graduating from Universidade Paulista in 2010, Dr. Julia Frati specialized in equine medicine and reproduction after internships in California and Texas. She refined her expertise at Hartman Equine Reproduction Center, gaining mentorship in neonatal care and advanced techniques.

In 2014, she led breeding programs at Xtra Quarter Horses, later continuing under Silver Spurs. She founded ProFuture Equine Reproduction, earning recognition for precision and innovation. In 2025, she joined Noble Equine Services, marking a meaningful reunion and milestone in her career.

JAVIER MENDEZ — DIRECTOR, IXTUL QUARTER HORSES GROUP

Originally from Mexico, has been involved with horses from a very young age. Growing up around the equine industry, he developed a deep passion for horses and gained experience competing in several equine disciplines throughout Mexico.

Javier holds a degree in Animal Science and a Master’s degree in Business Administration, combining technical knowledge with strong leadership and management skills. With more than 15 years working with the company, he has played a key role in the growth and development of the Ixtul program.

As Director of Ixtul Quarter Horses, Javier oversees the operations of the group’s three ranches: Ixtul Quarter Horses Mexico, Ixtul Quarter Horses USA, and Noble Equine. His passion for horses, reproduction, and genetics continues to guide the program’s focus on quality breeding, performance, and long-term advancement of the industry.
